You can talk to a doctor about this, but it sounds to me like you have a “buried penis,” which is an unusual condition but not harmful. It can be a little embarassing, as your penis will look small to others because it can't be seen, but you should be able to have a normal sex life.
If you are a little overweight, it makes it even more buried, so you probably want to maintain a normal average weight.
I don't know what can be done about this, if anything, but you can see a doctor. I have an older friend who has this condition–partial, and he seems to be happy in his life, and not embarassed about this.

Obviously i'm not a guy so I don't know exactly, but this situation was on Dr 90210. I think it was simply called a “hidden penis.” I'm not sure if you can correct them without surgery, but take a lot at this website (scroll to Patient #2)
