It sounds more like a secondary lesion - probably what is called a scale.
Scales are a dry build-up of dead skin cells that often flakes off the surface of the skin. Diseases that cause scale include fungal infections and psoriasis.
Most of the answers here suggest you see a doctor. I would have to agree. If it is a fungal infection, they can be infectious. Keep the area clean and dry at all times. Try using some type of medicated powder.
